Most Phoenix business owners I talk to are somewhere between frustrated and confused about marketing. They know they need it. They know they're probably not doing enough of it. But the options are overwhelming, and the terminology doesn't help.
Do you need a marketing consultant? A full-service agency? A fractional CMO? And what do those words actually mean in practice?
I've been all three at different points in my career. I've consulted. I've run an agency. I run a fractional CMO model now. Here's the honest breakdown of what each one gives you, what each one costs, and how to figure out which one fits where you are right now.
What a Marketing Consultant Actually Does
A marketing consultant is typically a strategist. They audit your current marketing, identify problems, build a plan, and hand it to you. Some consultants also help with execution, but most don't. Their value is in the thinking, not the doing.
This works well if you already have a team that can execute. If you have someone who can run your Google Ads, build your landing pages, manage your social accounts, and write your content, a consultant can point them in the right direction. The consultant tells your team what to do and your team does it.
Where it breaks down: most small businesses don't have that team. You hire a consultant, you get a beautiful 40-page strategy deck, and then it sits in a Google Drive folder because nobody on your staff knows how to implement it. The strategy was sound. The execution never happened.
Typical cost: $2,000-$10,000 for a project, or $1,000-$3,000/month on retainer.
What a Traditional Marketing Agency Gives You
An agency gives you execution capacity. They have media buyers, designers, copywriters, SEO specialists, and account managers. You pay a monthly retainer or a percentage of ad spend, and they handle the day-to-day work.
The upside is obvious: stuff gets done. Ads run. Content gets published. Reports show up in your inbox.
The downside is less obvious but more damaging. At most agencies, your account is managed by someone two or three years out of college. They're following a playbook, not thinking strategically about your business. The senior people who sold you on the agency in the pitch meeting are not the people doing your work.
This model especially breaks down for businesses under $5M in revenue. Your retainer isn't big enough to get senior attention. You're a small account in a portfolio of 30 or 40 others. When your account manager leaves the agency (which happens every 6-12 months), your institutional knowledge walks out the door with them.
Typical cost: $2,000-$10,000/month retainer plus ad spend.
The Fractional CMO Model
A fractional CMO is a senior marketing operator who works with your business on a part-time or contracted basis. You get CMO-level strategic thinking without the $200,000+ salary, benefits, and equity package that a full-time CMO commands.
This is the model I run at Wise Roots. I've spent 20+ years building businesses. I was an auctioneer, an accountant, and a business operator before I became a marketer. When I work with a restaurant, I'm not just thinking about their Google Ads. I'm thinking about their margins, their ticket averages, their staffing, and how marketing fits into the actual economics of their business.
The difference between a fractional CMO and a consultant is execution. A consultant gives you a plan. A fractional CMO gives you a plan and makes sure it happens. I manage 79+ active Google Ads accounts. I build campaigns. I analyze data. I make changes based on what the numbers say, not what a playbook recommends.
The difference between a fractional CMO and an agency is seniority. When you work with Wise Roots, you work with me. Not a junior account manager. Not a rotating cast of employees. You get someone who has been doing this long enough to recognize patterns, avoid expensive mistakes, and make decisions based on experience rather than guesswork.
Typical cost: $3,000-$8,000/month depending on scope, plus ad spend.

You need a consultant if you have an internal marketing team (even a small one) that can execute, and you need strategic direction. You already have the people. You need the plan.
You need an agency if you have zero internal marketing capacity and need everything handled. You don't want to think about marketing at all. You just want leads coming in. Be prepared for the trade-offs: less strategic depth, more account manager turnover, and your business being one of many on someone's task list.
You need a fractional CMO if you want senior-level strategic thinking combined with hands-on execution, but you're not ready (or don't need) a full-time CMO hire. This is the sweet spot for most Phoenix businesses between $500K and $10M in revenue. You get operator-level marketing leadership at a fraction of the cost.
The revenue threshold matters. If you're under $500K, you probably don't need any of these yet. Focus on referrals, your Google Business Profile, and basic local SEO. Once you're spending $2,000+ per month on marketing in any form, the strategy layer starts to matter.
Your internal team size matters. If you have zero marketing people on staff, a consultant alone won't help. If you have a marketing coordinator or a part-time social media person, a fractional CMO can turn that person into a real marketing operation.
No Sales Team. Just Josh.
When you reach out to Wise Roots, you talk to me. There's no sales team. No discovery call with a business development rep. No hand-off to an account manager you've never met.
I'll tell you whether we're the right fit. Sometimes the answer is no. Sometimes a client needs a full agency with 15 people, or they need a specialist in a vertical I don't serve. I'd rather tell you that upfront than take your money and underdeliver.
